Cerebro PCB update to 4.8:
- npn emitter resistor was 8.2ohm, now 6.8 ohm
- removed push button resistor and changed to internal pullup resistor on MCU
- switched to from 0805 to 0603 for all resistors and capacitors
- switched to reinforced microUSB socket
- enlarged ground pads on usb plug for stronger solder anchor
- added indicator LED to pin 5 (PB2)

Updated cerebro.ino:
- pushbutton now gives a low signal when pressed.
- Arduino IDE update to 1.6.11 effected the delayMicroseconds(), thereby breaking the IR communication. Changed the irResolution to 4 in order to fix.

Updated docs to have Cerebro 4.8 files

Added debug mode toggle to file menu.
File menu shortcuts are now visible.
confirmation messagebox now appears when sending new parameters to Cerebro.

PCB links in the base station documentation should now be fixed!

This is annoying, git isn't recognizing case sensitive changes to filenames. this is a temporary deletion of Base station folder

Base station PCB update:
Changed to reinforced micro usb for more solid connection.
Made 47 pF labels visible.
Added OSH logo
moved FTDI chip to bottom for easier soldering of the chip and the micro usb
Added breakouts for input 1 and input 2.

Added ability to "drag and drop" power meter files into Calibration Utility.
