rpi hat: add solder jumpers for selecting from multiple RX/TX/PPS lines on the hat connector

Had to use freeRouting to route all of those connections from the connector to the solder jumpers. Then cleaned up.

Second revision

Move to 0.6 mm board thickness. The calculated trace width for 50 ohms on a 1.6 mm board is almost 3 mm! That's too wide to fit into the u.FL footprint. For a 0.6 mm board it's only 1.1 mm wide.
The alternative is to go to four layers. JLCPCB charges more though.
