Working on better NTP

updated README

Merge branch 'master' of github.com:liebman/AnalogClock

switch to 1.5v for clock voltage regulator

disable DS3231 debug

correct the mdelay calculation for negative offsets

added a debug hack to hard code the WiFi info added some formatting

a few tweeks. still TBD some sort of NTP influence of the poll intervals

major refactor of NTP code, now includes NTPTest framework to allow NTP debugging on MacOS/unix

consolidate Logger #defines
