Feature/swap layers (#22)

* Switch around the layers.

We now have:

1. Signal + Ground
2. Power (3.3V)
3. Ground
4. Signal + Power (3.3V)

This balances things a bit better than Sig/Gnd, Power, Ground, Sig/Gnd.

* Replace MCP7940N with DIP. Also enlarge some caps.

The capacitor footprints were just too small for such large value
electrolytics. The RTC footprint was due to availability.

Bugfix/replace vga connector (#20)

* Starting to replace VGA connector.

The Amphenol connectors used on Monotron and the Neotron 32 have a
roughly 8.5mm offset to the board edge. Fixing this will involve moving
a lot of stuff.

* Finish adding new VGA connector.

Had to bunch up the R2R DACs a bit, but overall
it seems tidier this time!

Added 0.5mm via stitching around the edge. (#18)

Had to jiggle the VGA connector signals around a little.
