Neotron-Compute / Neotron-Pico - History

Go back to how we did actions before.

* We use the Kicad/docs.kibot.yml file.
* We have almost no 'plugin' config - just the JLCPCB one. All other
config is done in-line.
* We build as a single step in the action.

Update pipeline

Tidy up release output files.

Also added JLCPCB files to the artifacts and removed some of the CAD
which I was never going to use.

Roll release into main pipeline.

All steps are named.
CAD, Gerbers, and Docs are all one job, to make release easier.
Release is part of the main build job.
