Precharge resistor traces moved off of heat sink.

Moved the all pin 2 resistor connections to pin 3 in the schematic. This should connect traces to negative terminal of resistor instead of the heat sink.

Change precharge to 2s by 5p resistor configuration.

Change precharge board to 2 series by 5 parallel resistor configuration with addition increase in trace width.

Replaced resistors (500 ohm to 470)

Replace the 500 ohm, 25W resistors for 470 ohm, 35W due to parts availability. Further, cleaned up courtyard for new footprints.

Initial commit for precharge circuit board. added resistors, connectors, fuses, and some parts for transistor/octocoupler circuit
