moved the outline rectangle to mechanical layer 1

The board outline error are now eliminated

added a rectangle shape to form the outline of the board

changed every blind via to 0.2mm hole size with 0.6 diameter

remove the rectangle from the top layer that was used to make the board cut-out

check if the update of the component library in the schematic is ok after deletion of the local librairy

Yes it can update properly
