Moving HV_Controller files from voltage_sense_breakout -- tag with Rev C

final changes (connectors) before order. contains order gerbers

finished rev c pcb layout with gerbers zipped in Output folder

Power plane need to be added, check hv channel for more

All rooms are routed except voltage sense and room to room

All updated schematics and layout arranged, a bit more work need to go on voltage sense and latch room
