added a couple pages for better room organzation. commiting so I can change the name of a schematic

changed the name of the schematics to accurately reflect the rooms on the layout: voltage sense & latch are on their own pages now, with MC on the top & MPPT on the bottom

layout and schematic changes up until reformatting voltage sense & adding in second latch circuit

alpha layout complete. alpha routing to be done next

added risk reduction design. also I'm committing the final rev of the battery board on this branch hehehe
