firmware: handle voltage alerts on revC2
Implements a workaround for an i2c address clash of the
SMBus Alert Request Address (required to clear the ~ALERT line)
and the DAC A.

Some of the programming commands (particularly `erase --info-page`)
can be highly destructive and executing them without e.g. connected
CIPO should not be possible.
