Removed Battery Segment Lib Cache

>This library cache is uneeded - because the master cache covers all hierarhical schematics, and there are no NER custom parts in the battery segment schem.

Cleanup and general fixes

>Added TSAL circuit sheet
>Added project files for each sheet (kicad makes them automatically so might as well have them for editing indivudual sheets)
>Cleaned up wire runs
>Added LED as stand in for TSAL

Fixed symbol library issues

>Migrated 3polerelay to NER and replaced in schematic
>Used built in Diode instead of custom diode
