Update brake switch behavior

Add a counter for the number of times the two brake switches disagree with each other before entering an error state.

Add kickback of BMS faults

Pedal box receives the BMS DTC broadcast message and sends the BMS shutdown CAN message if the cell voltage too high/low faults are active.
