stop network monitor on restarting state machine

This commit avoid the state machine from being restarted in a deadly
fast loop if the new connection is not established quickly enough
(>100ms, ticker_mon interval).

refactor all config related json stuffs

An important update that discards obsoleted ugly config code.

move json buf to local, discard as quickly as possible
