fix: add zero ohms to supplies

Add a zero ohm resistor between the Arduino 3.3V and the 3.3V supply voltage.
Add a zero ohm resistor between the raspberry pi 5V and 3.3V and their respective supply voltages.
Remove the second connection to the arduino reset, because they are internally connected

chore: improve folder structure

move all files for the nixie adapter board to the Nixie_board folder
rename the Nixie Controller folder to Nixie_Board
