Added boards

Added boards for a cutdown circuit, spi flash storage and spi flash breakout board and a shield template.

fixed the v2 shield template

renamed the breakout board and re-added the template.

fixed short on serial RX of tracksoar v2

fixed a short on the serial rx line that shorted it to ground due to a via. Updated silkscreen on the breakout board and named headers

updated shield template

updated shield template to be a breakout board for all IO into .1" headers

removed ldo and level shifter

replaced the 3v ldo with a switching regulator, replaced level shifter with resistor dividers.
