    nix: update AVR toolchain dependencies for nix's new cross compilers

    This breaks compatibility with 18.09, and builds with nixpkgs 19.03
    and newer.

    Add MonadFail instance for ErrorState

    This not strictly required for ErrorState, but it is not unreasonable
    for ErrorState to also provide MonadFail, and our single consumer
    requires it.
