Forced PotBrake to use ADC pin 2 for input

Addition of the ability to set the ADC pins for pot based throttle and brake.

Revised RUNNING flag operation RUNNING is now a function of received CAN messages. If no messages are received for 2 seconds, the RUNNING flag is off. If they resume, comes back on. RUNNING indicates receipt of CAN messages.
